We left Quba in a Lada, driving higher and higher into the mountains, passing by teahouses, green forests and shepherds on their horses. Ninety minutes later in a height of 2800 meter we reached Xinaliq, a village of maybe 150 houses build on terraces. It earned a little prominence as the highest village in the Caucasus. When president Aliyev visited the village, it received an asphalt road and a cellular transmitter. We were not able to visit the surrounding villages. Did they also receive these blessings from the capital or did they lack the necessary height?
